Two men face animal cruelty, child endangerment and firearm charges after Suffolk County, New York police allegedly discovered 19 pit bull puppies covered in urine and feces, a toddler and two loaded guns in the vehicle they were in.

Suffolk County District Attorney Raymond A. Tierney announced on Monday that 67-year-old Russell Brown and 28-year-old Jamar Belle, both from North Carolina, were indicted for unlawfully confining 19 pit bull puppies in a vehicle without food, water or clean air.

Also inside the vehicle, Tierney added, was a 2-year-old child sitting near two loaded guns.

"The alleged actions of these defendants represent a despicable level of disregard for the well-being of not one, but two of our most vulnerable populations: animals and children," the DA said. "While the victims in this case cannot advocate for themselves, we will. To those who think they can get away with such abuses, take note. The abuse and neglect of animals and children will not be tolerated in Suffolk County."

Officers approached a vehicle parked in a lot in Wyandanch at about 7:10 p.m. on Sept. 1, with Brown and Bell inside.

During the encounter, the officers discovered there were 19 pit bull puppies split between two containers – 10 were in a rusted crate in the trunk and the other nine were in a plastic bin in the back seat of the SUV.

When the officers inspected the puppies, which were about 5-6 weeks old, they saw they were all covered in urine and feces, and there was a strong odor of excrement coming from inside the vehicle, Tierney’s office said.

The puppies’ mother was also not present to be able to nurse them. All 19 puppies were taken for veterinarian treatment and evaluation before being put up for adoption.

The officers also found a two-year-old child in the backseat by the puppies, and also near the toddler were two loaded firearms.

Police contacted Child Protective Services to evaluate and place the child into protective care.

Both men have been indicted on two counts of second-degree criminal possession of a weapon, two counts of criminal possession of a firearm, 19 counts of neglecting an impounded animal, 10 counts of carrying an animal in a cruel manner, and one count of endangering the welfare of a child.

Brown was also charged with seventh-degree criminal possession of a controlled substance.

The latter was arraigned on Sept. 14 before Supreme Court Judge Timothy P. Mazzei, who ordered Brown be held on $50,000 cash, $100,000 bond, or $500,000 partially secured bond. He is due back in court on Oct. 12.

Belle was arraigned on Sept. 25 by Judge Mazzei and held on $15,000 cash, $40,000 bond, or $70,000 partially secured bond. Belle is due back in court on Oct. 19.

Mexico, the United Nations and the Biden administration are considering establishing a temporary program that would help pre-screen migrants from four countries for potential eligibility into the United States as border crossing continues to increase. 

The program would focus on 40,000 migrants from Venezuela, Haiti, Nicaragua and Cuba who are in southern Mexico, Bloomberg reported, citing Mexican Foreign Minister Alicia Barcena. Migrants from those countries have been stuck in Mexico since May when the U.S. ended Title 42, a Trump-era public health order. 

They also have specific parole processes for immigration to the U.S. because of conditions in their countries.

In an interview, Bercena said United Nations refugee agencies would review the eligibility before those who may qualify would have their applications processed by a mobile US consulate. 

"We would like very much to have mechanisms that are legal, orderly and safe," Barcena said. "We do have a lot of progress on the regular pathways of migration."

She didn't give a timeline for the U.N. facility to be set up. Barcena said that more than 170,000 Venezuelans, Haitians, Nicaraguans and Cubans have arrived in the U.S. under humanitarian permissions. A facility would be eyes somewhere in southern Mexico.

Migrant encounters have risen at the U.S.-Mexico border in recent months. In August, there were 232,972 migrant encounters, an increase from the 204,087 encounters in August 2022, and an increase from the 183,494 encountered in July and the 144,570 encountered in June.

"Our operational tempo along the border has increased in response to increased encounters, and we remain squarely focused on our broader security mission and enforcing U.S. immigration laws," acting CBP Commissioner Troy Miller said in a statement. 

Mexico will host Secretary of State Antony Blinken, Homeland Security Secretary Alejandro Mayorkas, Homeland Security Adviser Elizabeth Sherwood-Randall and Attorney General Merrick Garland next month where migration in expected to be discussed. 

Last week, the Biden administration announced a number of measures, including increased capacity at CBP facilities, more personnel heading to the border and a redesignation of Temporary Protected Status for Venezuela – which will grant protection from deportation and work permits to around 470,000 nationals.
